The city holds 30.7 miles (49.4 km) of waterfront and an extensive rail network left over from its years as a railroad and shipping hub. That geography is not trivia. It decides which streets flood, where freight is allowed to drive and how long your people sit in traffic.
The population reflects the same density. Jersey City counted 292,449 residents at the 2020 census, with a 2024 Census estimate of 302,824, making it the second-largest city in New Jersey. The mean commute is about 39 minutes, roughly 10 percent higher than the metro-area average — a heavy-traffic, transit-first environment where a daily driver builds mileage and exposure fast.

The routes your commercial auto policy has to live with
Jersey City sits at the end of a very restricted freight network. Where a truck is legally allowed to drive here changes the miles it runs, the neighborhoods it runs them in and the exposure your policy has to price.
I-78 and the Newark Bay Extension
Interstate 78 reaches Jersey City by way of the Newark Bay–Hudson County Extension of the New Jersey Turnpike, which splits from the Turnpike mainline, crosses the Newark Bay Bridge and continues into the city. Exit 14A of that extension is the gateway to Route 440 and to Port Jersey, which is why so much local commercial mileage funnels through a single interchange.
Holland Tunnel limits
The Holland Tunnel carries I-78 for its full length between Jersey City and Lower Manhattan and is operated by the Port Authority of New York and New Jersey. Most hazmat loads, trucks with more than three axles and vehicles towing trailers are prohibited; the width limit is 8 feet and the vertical clearance is 12 feet 6 inches. For a carrier, that is a routing and compliance problem before it is an insurance problem — and then it is both.
The Pulaski Skyway truck ban
Trucks have been banned from the Pulaski Skyway on US 1/9 between Newark and Jersey City since a Jersey City ordinance took effect on January 15, 1934. Commercial traffic uses US 1/9 Truck instead — a 4.11-mile NJDOT route connecting I-95 in Newark to US 1/9 and Route 139 in Jersey City. Route 440’s Hudson County section adds another 8.18 miles of four-lane divided highway from the Bayonne Bridge to US 1/9 Truck.
Those restrictions concentrate heavy vehicles onto a handful of congested lanes. When we quote commercial auto or a fleet program for a Jersey City operator, we want the real routing — not the theoretical one — because radius, axle count and hazmat status all move the rate.
Freight coverage for the container side of the city
Port Jersey is an intermodal freight transport facility with a container terminal on Upper New York Bay; the Jersey City–Bayonne municipal border runs along its pier. CMA CGM operates a post-Panamax container facility there, now branded Port Liberty Bayonne, and the Port Authority of New York and New Jersey acquired the port facility in July 2010. Access is primarily by Exit 14A of the Newark Bay Extension, with Route 440 connecting toward the Bayonne Bridge and Staten Island.
Next to the terminal, Greenville Yard is a ship-to-rail intermodal container transfer facility linking the port to the CSX and Norfolk Southern rail networks. Both phases opened in 2019, and the ExpressRail Port Jersey facility features 9,600 feet of track serviced by rail-mounted gantry cranes. If your business touches those boxes — drayage, warehousing, last-mile delivery or brokerage — your insurance program needs cargo, liability and equipment coverage that matches the work.

Finance and professional offices
The Exchange Place financial district is nicknamed “Wall Street West,” with roughly 18 million square feet of office space; firms including Goldman Sachs, UBS, Citigroup and JPMorgan Chase have operations in or beside the waterfront, and investment manager Lord Abbett moved its global headquarters to 30 Hudson Street. The vendors, consultants and service firms around them need general liability, cyber liability and property coverage sized to a downtown lease.
Healthcare, schools and nonprofits
Major non-finance employers include Jersey City Medical Center, with more than 2,000 medical professionals and staff, and Jersey City Public Schools, with more than 2,500 staff. Flood is the exposure most Jersey City policies miss
Roughly 40% of Jersey City’s land area lies within the FEMA Special Flood Hazard Area, and about 43% falls within the updated FEMA 100-year flood zones. Hurricane Sandy inundated over 39% of the city’s land area and caused over $11.5 million in housing-related claims plus over $12 million in lost tax ratables.
The response has been substantial. The federally funded Rebuild by Design Hudson River flood-protection project — a $230 million HUD award to New Jersey — extends from Hoboken into Weehawken and Jersey City; during Sandy, over 400 million gallons of storm surge entered through two low-lying breach points in that area. Infrastructure helps, but it does not put coverage on your policy.
Standard homeowners and commercial property policies generally exclude flood. If you own or rent below the flood line, ask us about a separate flood policy and about a water backup endorsement before the next storm forces the question.
